Guide to Applying for a New Jersey CCW (Non-Resident)
1. Out of State Applicants
- If you live outside of New Jersey and are not a dual resident, your application will be assigned to one of 18 NJSP Stations after you answer “NO” to the online application question: “Are you a NJ resident or a dual resident?”
- You will be notified of the assigned NJSP Station via your confirmation page and application confirmation email.
2. Major Update Regarding Fingerprinting
- All firearm applicants in New Jersey must be fingerprinted once to complete their background check.
- Out-of-state applicants who have never been fingerprinted in NJ for a firearms application should apply for their license first.
- (Fingerprinting is now done after applying, not before.)
- After applying and paying online, NJSP will send detailed fingerprinting instructions via email.

4. Step-by-Step Application Process
Step 1 – The Requirements
- Certification Form signed by your instructor + a copy of their Instructor Certificate.
- NJ requires a live-fire qualification, available at most NJ ranges and some NY ranges.
- The NYS 18-Hour Certificate is NOT accepted in NJ.
- Qualifications Form:
- If you haven’t been fingerprinted yet, leave the SBI # blank.
- Mental Health Records Release Form – SP-066 (Consent Form for NJ).
- The witness section can be signed by anyone (not necessarily a Trooper).
- FOR NY STATE RESIDENTS: Additional Consent Form for NY State mental health background check.
- Fill in personal details, sign, and date.
- Upload this form together with the SP-066 form as a single PDF.
- Important Note:
- The NYS Mental Health office only sends reports via USPS first-class mail (not electronically).
- This process takes 2-4 weeks on average.
Step 2 – The Application
- Complete the Online Application (only after Steps 1 and 2 are completed).
- Upload a Recent Photograph
- Must be clear, in color, taken within the last 6 months.
- No hats, glasses, or military/law enforcement uniforms.
- Selfies are allowed if they meet the above criteria.
- Training Presentation
- Click through the State’s mandatory firearms training PowerPoint (no quiz/test required).
- Provide Firearms Information
- Enter Make, Model, Serial #, and Caliber for each firearm you intend to carry.
- Provide 4 Non-Family References
- Enter names, addresses, phone numbers, and emails.
- References will receive an email survey they must complete for your application to proceed.
- Ensure their emails are correct and remind them to check spam/junk folders for an email from no-reply@njportal.com.
- Review and Submit Application
- Check all details carefully.
- Proceed to the payment page and submit.
Checking Your Application Status
- Approved applications can be checked here: NJSP Application Status Check.
- The State or Local Police Department handling your application is responsible for providing status updates.
- Check your spam/junk folder before inquiring.
- Do not contact the NJSP Firearms Investigation Unit for updates.

7. Receiving Your Approval
- NJSP will email your approval with a secured PDF of your license.
- No physical card will be issued.
- Optional: You can have your license printed on a sleek metal card via a recommended service.
8. Important Notices from NJSP
- Emails will NOT be answered if the answer is available on the NJSP website.
- Status updates will only be provided when your application status changes.
- Ensure email addresses for references are correct to avoid delays.
- All FID card updates are automated; you will receive an email when complete.
- A NJ Firearms ID card is NOT required to apply for a concealed carry permit.

9. Additional Instructions from NJSP Totowa Station (Form SP-224)
- Complete Part I & Part II of Form SP-224.
- Submit to your local police department (fax, email, or drop-off).
- The local police will forward the form to NJSP.
- Do NOT send it directly to NJSP Totowa Station.
Instructions for NYC Residents
- If you reside in NYC, complete the Municipal Records Check Form.
- Email it with the subject: “NYPD ICCU, Your Name”.
- Attach the completed form and send to: NJSPTotowaFirearms@njsp.gov.
- Emails not following this format will not be received.
